You connect transformer to mains via a resistor or special NTC (build for inrush current applications) of about 10...100Ohms for about 1sec. Immediately afterwards a relay shorts this impedance.

Soft-starting is a must with all bigger toroid transformers. You can buy ready made soft starters moduls, by the way, but mostly they are much more expensive than building it by yourself.
