You are correct.
You can understand the behaviour of LM311 when you have a look at logic symbol of LM311: At ouptut of OPamp section a circlce can be seen. This measn the following:
If non-inverting input is higher than inverting input, then output of an OPamp normally goes high. But due to the inverting circle at output, output of OPamp section goes low. Output going low means that output transistor is turned-off. This means that due to the pull-up collector output goes high.
