Yes, indeed 7805 does should have capacitors on both input and output (It's been my mistake all these time).
I'm using 2200uF on the output. This is where I could not determine ... In the datasheet it stated 0.33uF (330nF) and 0.1uF (100nF) .... My Capacitor is way to large for it. Should I go as the datasheet or I just stick with my value (which raise another question ... What's the value for Capacitor in Input) ?

After dismantling my components and re-assembling them back again with better cautions on part locations ... It does comes to surface, that indeed my RC circuit is possibly the root of my problem. (Thank you for the enlightment Mr. Kai Klaas.)
I downloaded the datasheet for MAX1232 and comparing to Mr. Kai Klaas circuit, then I found some modifications that need to be made to accomodate the usage of MAX1232.
I have to provide a bit from one of my port to acknowledge the reset performed by the MAX1232, am I correct on this one?
If I am correct, then I can just use either P0 or any available P1 or P3?

My Crystal is very small (compared to the one I used 8 years ago) ... Can I just solder the case and wire it to ground?
