It is not generally a good idea to apply any signals to any device when it is not powered-up.
However, all the EEPROMs that you mentioned are designed for bus connections - so you just need to ensure that they are not selected or addressed unless required. For other peripherals, you should ensure that the interface is designed with some sort of "disable" facility - whether that's inherent in the device itself, or done with your own custom circuitry. |
