On page 27 of the same document it says that the reset value is 00000001
Which is obviously wrong. Among the "reset to low" bits are Rx and Tx, one will start a receive at the attached device, the other will start the internal UART if being reset to zero.

It just happens that I am soon going to be using these micros and am very happy that you got me to see that the documentation is to be taken with a grain of salt before I dug into it.

Genarally speaking I would primarily trust the datasheet, user guides are often, but not always (e.g. NXP), someones attempt to 'explain' the datasheet.
