No, that doesn't necessarily follow at all: with a "simple" program like a LED flashing, you simply might not notice that it is having problems at reset - it doesn't mean that there are no problems!
Have you checked on a 'scope that the flashing really is rock-solid right from reset?

Beware of assuming that, just because you don't notice any problems, something is "right".

It is really quite common to have a system that has been "wrong" for a long time (forever, even) - but just hasn't given any noticeable symptoms...
