You can use a 3.3V powered SiLabs MCU in this application. The pins on these parts are 5V tolerant. Inputs to the MCU can simply be attached to 5V logic from the other circuitry. For outputs from the MCU the easiest thing to do is to leave the I/Os programmed in bidirectional mode and then provide appropriate pullups to 5V for each output. If you have any outputs that require higher speed (i.e. you think you need to program the output pins for push-pull mode) then you can use an appropriate external chip on these lines to convert the 3.3V swing of the MCU output to a 5V logic level. One chip family that can do this conversion for you is the 74AHCT series.
