Surely, the design documentation for the RTL8019AS will tell you that?

The documentation for the RTL8019AS will tell you what it requires; The datasheet you posted tells you what's in the MagJack.
If the two match, then you don't need anything else; if they don't, then those are the bits that you need to add!
