The 4016 / 4066 are static CMOS, so they will follow the Pass FETS behaviour.
That means they will not 'stay closed' as Vcc ramps, but instead : Once Vcc reaches the Gate threshold, things can start to work, and above that the Pass devices will start to conduct at reducing resistance as Vcc ramps. Some data sheets shows Ron / Vcc and some give Ron at Vcc points. Starting Vcc will depend on process LVC/HC/AHC/4000 etc |
