The scroll rate in this particular case is hardcoded to the same value as the refresh rate (1 pixel scrolled per display refresh period).
to continue this conversation without confusion: if LEDs are lit by selection a row and a column (e.g. each LED lit 1/8 of the time) this is a dynamic driven display if every LED has it's own driver, this is a static driven display if this is a dynamic driven display the refresh rate must be a minimum 120Hz.
