I wonder if it would be best to send out bursts and measure how the echo time changes as the distance changes, or to pick up frequency of the bounce and check for change in frequency.

A problem here is that the vehicle hasn't a flat surface so you get multiple reflections from different distances at the same time. A laser system has the advantage that it has a small dot if reasonably collimated.
