I still believe that most such devices would be literal boondoggles. Being a USB host doesn't just imply that the device needs to handle the complex part of the USB protocol, it also implies that device must do things like provide a power supply.

What I could imagine would be special USB hubs that perform the function of a USB host (including supplying power to connected devices), but only for allowing the various devices attached to it to communicate with each other. Since pretty much all cellphones are charged over a USB connected nowadays, this type of hub could be combined with the cellphone charger. This way, you can charge your phone and use USB memory sticks/keyboards/mice/etc.
