Hi, I was wondering if the http://www.uspto.gov/ efiling system allows offshore people filing patents online , but there are no indications regarding formalities on their site regarding Foreign (non resident American)Individual filing an online patent application .

PS: I know it should be done/drafted via attorney ,claim writing is difficult etc etc :).
