There are times where having the PC fab vendor prepare the panelization is a reasonable way to go.

However there are also a large number of issues at stake regarding panelization that need to be taken into account. Depending upon what some of theses issues are it may be way better for the board designer and the engineer to work out the panelization and paspare a fabrication drawing showing the multi-pack and give that to the vendor as explicit instructions.

Some of the issues will relate to your board assembly shop. Are rails needed on each board or around the multipack? Do you have surface mount connectors too close to the conveyed edge of the board for when it goes through pick and place and the reflow process? Can the board separation be handled by V-Grooves or will routed out slots with mouse-bite breakaways be needed? Are there thru-hole leads close to edge of board in close proximity of back side mounted surface mount components? So makes sure to have a detailed talk with the assembly shop before committing to a panelization scheme.
