Those rates were extremely low back in the early '80's. It's true that off-site contracts often only work on fixed-price. You can't do that, however, if there's no clear specification for when you're done. I harp on this because it's necessary to be able to prove that you've completed the work that was contracted, so can demand payment forthwith.
