According to the AS5040 Datasheet on Page 18, there appears to be a AS5040 Demoboard available for the purpose you are seeking. Have you asked Austria Microsystems for further details and/or pricing, assuming it is indeed the Magnetic Encoder SOC as pointed out by Jan? If cost is an issue, perhaps you could (worth a try anyway) request them to release a schematic and source for their demoboard? Depending on the manufacturer, your requested info would normally be provided with purchased evaluation hardware.. Also, you do realise the program memory in the encoder ICs are OTP (One Time Programmable), right? So a do-it-yourself programmer could end up being a costly exercise! Personally, I'd rather buy a demo board..
