at elmchan website there's economic PCI solution.And there's also links to other cheap solution using TTL(HC) style chips

With FPGA and opencores also as cheap solution if had some/much FPGA chips.

or bought PCI prototype from Xilinx,Altera,Atmel,etc. The IP(intellectual property) that they offers at reasonable price.

For me option 1 and 2 as the ways.
