Why does it have to be non-transparent? You could easily put a printed surface behind it.

Resistive touch panels are going to always have border contact/electrode areas that you will want to hide under some type of bezel assembly. Maybe you could consider using such bezel as the holder also for your plastic overlay.

Let me comment that your idea to use a non-tactile switch technology with an opaque background will not provide a pleasant user experience at all. The reason that they work over a display is that a visual queue (and often an audio one as well) are provided to give confirmation back to the user that the input has been recognized and taken in.
