I'd take the "unavailability" of such kits as a sign that the chip manufacturer isn't willing or able to cater to small-time developers (and sometimes, small-time means anything with less than 100k units per month).
Other chip manufacturers readily offer eval kits for their ARM9-based chips that pretty much fulfill all of your requirements right out of the box. |
