Symmetrical PWM seems to me as that it would be 50% duty cycle and as such would deliver energy to the motor at the corresponding "half" level. One normally controls motor speed by varying the motor PWM at various duty cycle settings from low levels near 0% and up to high levels nearing 100%. Out of all of these the PWM waveform is only symmetrical timing wise at the 50% duty cycle.
