The notation for hexadecimal is 0,1,2,3,4,5,6,7,8,9,A,B,C,D,E,F

2 bytes is 4 nibbles so 2 Bytes ASCII HEX would be 4 characters.

The pattern you found is because the ASCII characters are sequential. You might notice that upper and lower case are 1 bit different. ( I imagine the creators might have tried to group the characters on boundaries)

And yes ASCII HEX is very common.
Look at an Intel Hex File.
