To me, as a native English speaker, it would seem that a document titled "New User Guide" or "New Member Guide" would be the obvious place to start for such guidance.

Is it just that this is not so obvious to someone having to read it as a foreign language?

I often wonder the same about compiler error messages, where the problem should be obvious directly from the English words - so maybe that gets lost when the words are foreign to you?
