Can't you just use a USB-to-RS232 Converter?

So long as the programmer uses the COM port only as a standard RS232 interface (eg, just to send the HEX file), that should be fine.

The problem comes if it tries to be "clever" by using the RS232 handshaking lines to drive some programmer signals requiring precise timing...
