You mean something like the TL431? But these "zeners" do also draw a certain quiescent current to maintain regulation. Most of them need a cathode current of at least 100µA. But look at that one, I have found while googling:

This chip seems to need only 1µA!! The two programming resistors will additionaly draw some µA, though.
