The type of filesystem of a disk is given at formatting time; however, there are constraints for certain sizes of disks (e.g. you can't format FAT16 notabene FAT32 on a 1.44MB diskette; and you can't format FAT16 notabene FAT12 on a >8GB drive (maybe it's 2MB? I don't quite remember the figures exactly)).
However, between this, the - presumably supported - M$Win format command does not give you a choice and forces a certain type of FAT based upon size, even if an alternative would be available. Now, the hardcore programmer of course writes his own utility to convert between various types of FAT - unless the data have to be preserved it's really easy, based on the (surprisingly) publicly available specification of FAT; or resorts to Linux, where this sort of game seems to be part of the trivia (I do not Linux but all who do said so). However, if you insist on spending $$$$$, you might want to have a look e.g. at http://www.symantec.com/home_home...&pvid=pm80 it claims "Converts partitions among FAT, FAT32, and NTFS without losing data".
