No, more and more chips have built-in emulation. To simulate is to do sumething similar to emulate is to do the VERY same.

It is actually common use to refer to a machine that is interpreted in software to be called an emulator.

The use of 'emulator' for a simulator is the same as calling a janitor a sanitation engineer, it sounds soooo much better but is still the same.
