one i found was what Traco is offering (9-18V i/p ; 24 Vo/p) but it seems to be expensive for me.

expensive is relative, the time you will need to make one yourself is HUGE, at least if EMI and/or efficiency matters. You can find a ready made such device for less than $20 I'm sure. Have you tried Power Trends (TI)
