* Q4 (BC557) appears to reduce the impedance of the adjustment leg of the LM338 regulator when the regulator voltage drops. You figure out why the ouput voltage of the LM338 regulator drops. * R12 appears to be the current sense resistor after current passes through Q1 and Q2, * Q2 is the pass element regulating the current, * I'd guess R1 limits input current/energy to the op-amp due to noise present in the plating process (add a cap and tranzorb to ground at the juction of R1, R9 & R12, * No effect on pin 1 output due to R1.
