Dear Kai,
This question may be stupid since I am very weak with analog. With 5V applied to the circuit as shown below. - The reference voltage at non inverting pin of comparator is 1.67V. - The Red LED Vf=1.6V thus it wont allow any incoming singal >1.6V to go to non inverting pin of comparator.
