I think the issue here is not the lower level spec, that covered as you say in the Bosch documents, but the higher level layers in the protocol stack which are usually $$$$ to buy - apart, as far as I can tell, for CANopen, which is well supported and relatively low cost to get into. Neil has already said though that he has to follow J1939 - hence the bills.
