A lot of this stuff is tied up with the Machinery Safety Directive and the EMC directives. Much does depend on exactly what your machine does, what access there is to parts, consequences of failure modes etc. etc. These are the kinds of issues that a professional engineer should consider. A wrong decision leaves you criminally liable.
