Sending the same clock to 13 controllers means that the clock line is going to be quite long. Although it may "work", the EMI is going to be quite rude.

If you can arrange for the different processors to work only as fast as they need to, in addition to eliminating the big antenna of the clock distribution, it will also distribute your total EMI power among those different frequencies.
