The serial interrupt is the highest on the priority list, and that will screw up all interrupts such as timers and rotary encoders on external interrupts.

Note that the “priority within level” structure is only used to resolve
simultaneous requests of the same priority level.

I regularly use a separate reg bank for certain interrupt routines
unless you have the IP "off default" you use the same for all
