Have you considered the use of a Computer Aided Software Engineering (CASE) tool to aid your menu code development? You may already be aware that programs exist, where you simply enter your state/ transition diagrams in a graphical environment, and where the tool will then automatically generate the corresponding switch-case state machine C code for you.

I don't have the necessary breadth of experience with these tools to recommend a specific one for your purpose, David. If it's not too silly a suggestion, though, then perhaps others might have some good ideas? I would be very interested to hear of such recommendations for my own purposes.
