The question is : Are these inputs realized by some System On Chip ( SOC) setups [or] designed using discretes ? In fact I would be glad to use one such standard SOC if there is one.

there are analog "configurable analog chips" but I doubt they are what is used, I have not seen any with "instrumentation amplifier performance".

-5V // 0-10V // +/-10V // 4-20mA // 0-20mA signals

culd be realized with some (IC) switches and one (maybe 2) op-amp(s). There are variants of the 4052 series that can handle +-15V and switching in the op-amp feedback loop could easily be done so that the effects of the analog switch resistance variation would be neglible. Switching with 'nuggets' woulld, of course eliminate such concerns.

Just some thoughts without deep thinking.
