The normal way when a company doesn't have the needed inhouse skills (or time) is to buy help from a consultant.

For designs of commercial products, it is normal that the involved people are getting payed.

For designs for school tasks, it is normal that only students from the student group and available school assistants are involved.

For hobbyists trying to learn something new, it is common that the hobbyist is spending a lot of time trying to research the subject, and then returns with a lot of specific questions like: "why should there be a xx..." or "am I correct if I compute the value of xx like this: ..."
