Was he actually making a specific distinction between "microcontrollers" and "microprocessors", or was he just using the term generically?

There isn't a hard-and-fast distinction; eg, some see it as just a matter of application.
But, generally, a "microprocessor" is taken to mean just a processor, whereas a "microcontroller" also integrates memory and other peripherals such as UARTs, timers, etc
