Many years ago I tried to build one, but got stuck up at the very same place as you are now. The microcontroller part was finalyzed, but for the ladder diagram, we got stuck, because, did not have any qualified person to write the Ladder diagram software on the PC side. So we dropped the project at that time. Well, it was in the Good-Old-DOS days. But nowadays, I believe, there is some company that provides this software and tell you to make certain changes in hardware and micro-software so that you can build a PLC. This information I read about 2-3 years back, so I do not have the references to them. But I had googled them at that time and I got this info. I vaguely remember it must have been LadderWorks, or something. I remember they supported MCS51 and PIC CPUs at that time. All the best.
