Yes: I very much suspect that it's not just the chip but also the implementation - especially the drivers - that can make a big difference.

Also, it's often not the USB-to-Serial that's to blame; it's the fault of poor application software that is making unwarranted assumptions about the device - such as trying to directly access hardware registers and/or bit-bang timing on the modem-control lines...


Added to all that, I am also convinced - although not have a proof for that - that the chips themselves are/were made in different hardware (or, as chances are that they contain some sort of a microcontroller, also firmware) revisions, not necessarily being marked differently.
