an UART programmable chip is programmable without any "attachments". For JTAG/SPI/... chips I have to write a bootloader to make it "on site programmable".

Normally I would not make a big deal of distinguishing the two, but "the 'S' has ISP" was a reply to a suggestion of using an UART SPI chip.
