Normally these micros are programmed by low-voltage in-circuit-serial-programming. You can erase the chip flash memory, and restore fuses as much as you like.

The security lock-bits will prevent reading the flash memory, but a chip-erase will give you a fresh start.

There must be many suitable ISP programmers.
And of course any regular parallel programmer should also be capable. It will just need the required 8253 configuration data.

It is possible to disable (and enable) ISP programming by the parallel method.

So I think your best advice is to disclose the brand and model # of your programmer. Either there is a fellow user or you can ask for help from the manufacturer.

Edit. I see that your main problems are SPIEN and EXT_CLK. SPIEN can only be restored by HVPP. You will also need a clock source to XTAL1 pin. I would presume that your DataMan device would supply a clock. If it does not, you will need to supply one yourself.
