but since there's no information about the source format, whether it's vector or bitmap, postscript, or whatever, what you say here, Per, while probably quite true, is only marginally relevant.

If the input is a bitmap to be rotated (n*90) degrees the rotation will be quite tricky if it's presented at 1536 dpi to be rendered at 75 dpi.

Until the O/P fills in the gaps, lets stop "flapping our gums" about what probably doesn't interest the O/P any longer.
