You can check that the HCT (not connected) can drive the output low. But try to connect a 10k resistor from the HCT output to VCC and see if the HCT can still draw the output low. Maybe the HCT chip has a problem so that it can't sink any current. Maybe even a problem with VCC or GND to the HCT chip.
