The problem arises, when both caps in parallel have very low equivalent series resistance and are different. So, you can put two identical caps in parallel, but when they are different, annoying resonances will occur.

I came face to face with this issue already in the 80ies, but didn't find anything in literature. Today it's well known and even part of a few datasheets, like the following, for instance:
