You don't mention what modem.

But modems are not made identical.

The "normal" way to use a GPRS modem is to runt it with a ppp layer.

If you want to know if your modem has any interface to perform TCP operations directly with AT commands, you really need to get the manual for your modem.

Another thing: I would have expected normal quotation marks around the parameters to the CIPSTART command. Exactly what characters are you using? Note that the quotation marks around the parameters to CSTT does survive in your post, so you are using different characters in the two lines.
